Article I: General Provisions

Section 1 (Name): The name of this council shall be the Asian Council of Exercise and Sports Science. (Hereinafter known as the "ACESS").

Section 2 (Characteristics and Areas): The ACESS is a non-stock, non-profit, educational, and professional organization. The ACESS is an international professional organization consisting of professors, researchers, students, and other membership groups in exercise and sports science. The specific areas of exercise and sports science include Exercise Physiology, Health and Fitness, Biomechanics, Sports Psychology, Sports Nutrition, Sports Medicine, Sports Training, Sports Technology, Martial Arts Science, Dance Science, and related areas.

Section 3 (Participating Regions): The term "region" shall be utilized instead of "country" in the ACESS. All academies, research institutes, researchers, and students in the field related to exercise and sports science from all regions in Asia may qualify as members of the ACESS, who can participates in the activities of the ACESS.

Section 4 (Background and Purpose): There has been a phenomenal and rapid development in the fields of exercise and sports science. The ACESS is founded in recognition of the need to address the specific concerns of Asia. Therefore, the purpose of the ACESS is to promote communication, interaction, and cooperation among exercise and sports science professionals and students in Asian educational, scientific, and research institutions. In particular, the ACESS seeks to promote and facilitate communication among young researchers and students in the Asian regions.
In these ways, the ACESS seeks to make a contribution to the enhancement of the quality of life among Asians in particular, but also for the rest of the world.

Section 5 (Academic Activities): The ACESS shall endeavor to carry out these purposes by:

  • Promoting research in the areas of exercise and sports science; facilitating international exchanges among researchers and students in the Asian regions; and assisting young scholars/graduate students in conducting applied research in exercise and sports science;
  • Organizing conferences on exercise and sports science;
  • Publishing resources and literature related to exercise and sports science;
  • Establishing links with other institutions and organizations involved in exercise and sports science activities

Article II: Membership

Section 6 (Types of Membership): There shall be two types of membership as follows:  


  • Professional membership: Persons who have a professional interest in a field related to exercise and sports science
  • Student membership: Undergraduate and graduate students who are majoring in disciplines related to exercise and sports science.

Section 7 (Duties and Responsibilities): A member, to be in good standing must:

  • Abide by the constitution and by-laws of the organization; and
  • Pay all required fees. 

Section 8 (Rights and Privileges): A member in good standing may:

  • Participate and vote in all decision-making processes;
  • Be voted upon or appointed as an officer of the organization;
  • Have access to the publication of papers in the organizations journal;
  • Receive all publications of the organization;
  • Attend all general assembly meetings; and
  • Receive a membership identification card.  

Section 9 (Processing of Membership): All applications for membership shall be evaluated and approved by the Membership Committee which shall be composed of the founding members, the Secretary General, and two other members to be designated by the founding members.


Article III: Officers

Section 10 (Appointive Officers): The President may appoint, with the concurrence of the Executive Board,

  • The Honorary President
  • The Board of International Advisers
  • The Regional Coordinators
  • The Secretary General
  • The Vice Secretary General, and
  • The ACESS journal Chief Editor.

Section 11 (Elective Officers): The following officers are to be elected at large by a plurality of votes among the members in a general assembly meeting.        

  • The President
  • The First Vice President (for internal affairs)
  • The Second Vice President (for external affairs)
  • The Treasurer
  • Two Auditors, and
  • The members of the Executive Board.

Section 12 (Duties and Responsibilities of Officers): The duties and responsibilities of the officers shall be as follows:        

  • The Honorary President provides advice and suggestions as requested by the President of the ACESS and has the right to speak in front of the officers.
  • The President represents the ACESS, is the chairman of each meeting, and must be responsible for the treasury. He/she may appoint committees as may be required.
  • The First Vice President assists the President and assumes the functions of the President at any instance that the President is unable to carry out his/her functions.
  • The Second Vice President has the responsibility of promoting communication and relationship among each region.
  • The Secretary General has the responsibility of keeping and maintaining the records of the organization.
  • The Vice Secretary General assists the Secretary General.
  • The Executive Board members assist in the execution of the activities of the ACESS as mandated at the Executive Board meetings.
  • All Regional Coordinators may make recommendations to the Executive Board on matters pertaining to the activities of the ACESS.
  • The Auditors supervise the accounting of the ACESS at any time and must report its findings at the General Assembly and the Executive Board meeting.
  • The ACESS journal Chief Editor is responsible for the publication of the ACESS journal under the supervision of the President.
  • The Treasurer is responsible for the collection and safe-keeping of the monetary and other assets of the organization.

Section 13 (Term of the Office): The terms of the officers shall be as follows:        

  • All officers shall have a term of two years.
  • If an officer resigns or is unable to perform his/her duties, a new officer will be elected by a special election conducted by the Board of Governors. The new officer will only serve the unfinished term of the previous officer.
  • An officer must stay in his/her position until a new officer is elected for the new term.

Article IV: Meetings

Section 14 (Types of Meetings): There shall be two types of the meetings in the ACESS:

  • General Assembly meeting
  • Executive Board meeting

Section 15 (General Assembly Meeting): The General Assembly meeting shall be held as follows:         

  • The General Assembly meeting shall be held biennially.
  • The President shall preside over the meeting
  • The Secretary General shall post the meetings schedule and the agenda no later than one year prior to the scheduled meeting date.
  • The proceedings of the meeting shall be as follows:          
  • Roll call by the Secretary General
  • Report of the incumbent President
  • Financial report of the Treasurer
  • Approval of proposed projects and budget by the incoming President
  • Discussion and ratification of proposed constitutional amendments; and
  • Other Matters.

Section 16 (Decisions in General Assembly Meetings): In a General Assembly meeting, any motion shall be ratified by a simple majority vote of the attending members. If there is a tie, the President will cast the deciding vote.

Section 17 (Executive Board Meetings): An Executive Board meeting shall:         

  • Be presided over by the President;
  • Take up matters approved during the previous General Assembly meeting;
  • Be held at least once a year; and
  • Approve matters taken up during the meeting by a simple majority vote.

Article V: Finance

Section 18 (Finance): The ACESS derives its operating income from the following sources:

  • Membership fees

  • Donations

  • Conference fees

  • Others sources identified and pursued by the ACESS

Section 19 (Annual Membership Fees): Annual fees are as follows:

  • Professional membership fee is US$ 40.

  • Student membership fee is US$ 15.

  • Library membership fee is US$ 20.

  • The President may decide on the membership fee for each region.

Section 20 (Deadline for Payment of Annual Membership Fees): Annual membership fees shall be payable upon receipt of notice that fees are due. Members not paying appropriate fees within ninety days following receipt of such notices shall automatically have their membership terminated and shall be notified by the Secretary General.

Section 21 (Fiscal Year): The fiscal year of the ACESS shall begin on January 1 and end on December 31

Section 22 (Annual Budget): The annual budget of the ACESS shall be developed by the President in accordance with priorities. The budget shall be reviewed by the Executive Board and approved in the General Assembly meeting.

Section 23 (Annual Financial Report): An annual financial report shall be prepared by the Treasurer and signed by the Treasurer, the President and the Auditors.
